The meeting convened at 6:00 p.m.
6:00pm – 6:13pm Public Meeting, Zager, RDA – 9 Point Rd. Approved and conditioned.
The chair read the public notice and opened this hearing. White Engineering (Shannon Boomsma) presented that there is an existing house that they would like to take the existing deck and turn it into a screened porch, no change to footings or surface materials on the ground. No disturbance or alterations to the buffer zone. Motion was made to approve (N3) with one condition, a suitably sized debris container be on site in the stockpile area.
6:10pm – 6:35pm Public Meeting, D’Alessio, SMA NOI – Mt. Hunger Rd. Continued until December 12, 2005 meeting.
The chair read the public notice and opened this hearing. White Engineering (Shannon Boomsma) presented that this is currently a wooded lot with a number of large trees (oaks & hemlocks) that are going to be preserved. The plan is to construct a two-story 5-bedroom house with a walkout basement and a garage. The entire property is in the Scenic Mountain Act. Also requesting additional information (building setbacks on plan, tree heights, sketches of the proposed house, identification of mature trees on the steeper slope, and resource area impacts) from White Engineering, meeting continued until the December 12, 2005 meeting.
6:35pm – 7:35pm Presentation by the Friends of Lake Garfield and Dr. Ken Wagner, Consultant/Lake Scientist
Talk about new 3-year permit for the draw down of Lake Garfield and requirements. Mr. Wagner is applying for the consultant position to advise and assist the Town in applying for the new NOI needed for the Lake Garfield draw down. Dr. Wagner can advise when the best time to start draw down would be based on an analysis of plant life and species inhabiting the lake. Something could be put together in the area of $4000.00. A monitoring program will need to be established and could run in the area of $3000.00 per year. Dr. Wagner will send in a proposal based on a 3-year program with add-ins.
7:35pm – 7:45pm Public Meeting, Monterey Parks Commission, RDA Continued from October meeting. Approved with exemption.
The chair read the public notice and reopened this continued hearing. The Parks Commission is planning to clean the weeds out with an excavator from Lake Garfield but the Lake hasn’t been receded down far enough to get the equipment in for the amount of money it would cost. Motion made and seconded to approve as submitted (N5). Exempt activity is 10.53(3)(H) maintenance of beaches and boat launch ramps.
Public Meeting, Blaskey, RDA – 578 Main Rd. Continued from October Meeting, rescheduled until December 12,2005 meeting.
General Business:
1. Dick Tryon came to discuss the pine trees that have come down on his property in the water near the “organic bridge” that are making a mess and he feels that the town should pay to clean it up, Mr. Tryon feels it’s not his responsibility. He would like the Conservation Commission to come and do a site visit.
2. Emergency Order signed and reviewed for Lombardo.
3. Emergency Order signed and reviewed for 11 Buckingham Lane.
4. Discussed the incorrect stop work order issued by Don Torrico on Lombardo properties (former Leeside Lodge). Letter needs to be written to Lombardo, cc’d to state and Mike Parsons stating that the Enforcement Order issued on the 29th of October was issued in error by the Monterey Conservation Commission, the work being conducted by Lombardo Group I & II was inside the bldg and not altering any protective resources. Correct Enforcement Order needs to be issued for Map 17 Lot 86 (Chamberlain). Use what was on Lombardo Enforcement Order.
5. Discussed the Shifrin violation, the property owner has made the necessary corrections.
6. Reviewed the dock amnesty authorizations.
7. Reviewed the 10.11.05 minutes.
8. Reviewed forest cutting plan for the Bidwell house.
9. Discussed raising the RDA and SMA NOI fees. Chris is going to look into what we need to do to raise these. Get an average of last 6 ads for con comm. Public notices from Barb G and send to Chris.
10. Reviewed Gilmore ZBA packet and letter was dictated.
11. Reviewed mail.
12. Tell the BOH, Howitt on Beartown Mtn Rd, Septic Field has washed out.
